Monroe was established in 1864

Monroe is mentioned in books such as Crazy Laws, or The Book of Weird & Wacky Facts. These books are often quoted as saying “In Monroe, Utah daylight must be visible between couples on a dance floor”. This is because of a city ordinance which says:
“Improper Dancing: It shall be unlawful for any person in any public dance hall to dance an improper, close-hugging, indecent, obscene, rowdy, or boisterous dance; by dancing in any position where the heads or faces of the dancers hall be in contact, or where the arms of the dancers encircle around or about his or her dancing partner in such a way as to suggest close embracing or hugging. Nothing shall be construed to prohibit what is known as the waltz position.”
